Pretty common policy for luxury brands where there is limited supply and opportunity to "flip" inventory for extra profits. They require their authorized dealers to sell only to actual retail consumers at normal prices. If you want to be a factory authorized dealer, you have to play by their rules.
I think a lot of folks would have been all in favor of GM, Ford, RAM, Toyota, Nissan etc. having similar policies for trucks a couple years ago.

My first thought is F you, but leaving aside the other issues (have to buy used before they will let you buy new, and others like Leno mentioned), if you think about it, if they are going to sell for list only when demand would let them sell for hundreds of thousands over list, I can understand the no resale policy. Otherwise the dealer is being "fair" and they turn over a huge piece of profit to the flippers; ultimate buyer still pays the higher price, just that profit goes to the flipper. A while back I heard (I don't do plays) that the most popular Broadway musical learned that they were selling tickets at a given price, they almost all went to flippers who resold them for three or four times the price. While the play people didn't want to sell only to the very wealthy, what was happening is that the flippers were making money that was actually earned by the creators and actors. They upped their prices substantially, but set aside a few rows every show that were channeled to ordinary people with no resale.

I'm not absolutely certain about Ferrari, but I believe they only allow their authorized dealers to sell at the fixed price set by Ferrari. So the bad behavior comes in by a Ferrari dealer selling to a trusted associate, friend or family who can get approved by Ferrari. Who then resells and kicks back the profit. Hopefully waiting long enough to not upset Ferrari. Which would get them blacklisted forever. Rich people problems in any case.
